Usually, and repair is often the cheaper route. A dead handset or a failed entrance panel does not automatically mean a new system, because a lot of kit can be repaired or matched. Where a system genuinely is at the end of its life we will say so, and a replacement can normally reuse the existing cabling, which keeps both the disruption and the cost down.
It gets cancelled and a new one issued, and the lost one stops working the moment it is removed from the system. That is the point of fobs over keys: a lost key to a communal door is a security problem for every flat in the block until the locks are changed, while a lost fob is a five minute admin job.
