No, and nobody should tell you it does. A fence slows people down and it removes the excuse for being on site, which matters, but anybody determined will get through mesh in under a minute. What fencing does is force entry to happen at a point you have chosen, which is exactly where a camera should be looking. Fencing and monitoring are worth far more together than either is alone.
